Misinformation
I consider misinformation prepared by staff and reported to Council from our experienced, competent, authoritative individuals on staff, to be lying. And lying is what was done to city council during the decision making about a new water plant.
The email below is the last in series of emails concerning alternatives to the New Water Treatment plant on Westminster Blvd, the land we condemned and paid well over $27 million dollars to acquire. This is the email in which The Big Dry Creek Open Space is labeled as Westcliffe Park. This mislabeling was the only way the City Staff could support the lie told to council in a February 6, 2023 email that claimed to use Westcliffe as a site for the new water plan would require roadway/bridge construction. This outrageous claim was made to make using Westcliffe economically more costly than using the staff's preferred site on Westminster Blvd.
I maintain that using the Westcliffe site was a far better and less costly choice than Westminster Blvd site. Westcliffe would have ended the city's condemnation proceedings and thereby not forcing the owner of that property to sell to the city. It also would have saved the city over $22 million dollars.

Sunday, Feb 5, 2023- Councillor Baker sends an e-mail to colleagues listing 10 reasons he will not be voting to appeal the price verdict on the Westminster Blvd property (Council had until March 22, 2023 (45 days) to appeal). Until appealed council could abandon the condemnation. Once appealed the taking was irreversible.
Sunday, Feb 5, 2023- Mayor Pro Tem asks staff to validate the accuracy of some of Councillor Baker's reasons.
Monday, Feb 6, 2023- e-mail from staff answering Mayor Pro Tem questions. First time the need for a roadway/bridge to reach Westcliffe was asserted.
Wednesday, Feb 8, 2023- Coucillor Baker follows up on Westcliffe need for roadway/bridge
Friday Feb 10, 2023 Manager Freitag answers Councillor Baker again asserting for roadway/bridge to reach Westcliffe
March 16, 2023- Coucillor Baker and Manager Freitag meet in person to discuss accuracy of roadway/bridge
March 18, 2023- Councillor Baker send written questions to Manager Freitag.
March 23, 2023- Staff sends the e-mail below to council.
March 24, 20230 Councillor Baker contacts council and Manager Freitag.
